Implementation of Dorm-Style Veteran Transitional Housing Program
The dormitory will provide a 12-month supportive housing environment, offering veterans a structured, safe, and restorative setting while they work toward long-term stability, employment, and reintegration into civilian life.
The design of the dormitory intentionally incorporates a coed configuration:
First Floor: Female veterans’ living quarters
Second Floor: Male veterans’ living quarters
This layout maintains privacy, safety, and gender inclusivity, while still fostering a unified sense of community and shared purpose among all residents.
Program Objectives
Provide safe, stable housing for at-risk veterans for up to 12 months.
Offer on-site case management and access to supportive services including counseling, workforce development, and health resources.
Reinforce a sense of discipline, structure, and accountability while encouraging self-sufficiency.
Promote peer support and mentorship among veterans at varying stages of recovery and reintegration.
Reduce the number of homeless veterans in Belmont County and surrounding Appalachian areas through sustainable housing and community reinvestment.
Facility Description and Design
The dormitory is designed as a shared living environment with private and semi-private sleeping quarters, shared common areas, and community-oriented spaces that encourage interaction and personal growth.

Dorm-style rooms designed for comfort and functionality

Communal kitchen and dining space

Chapel and quiet reflection room
Elevator and ADA-compliant access to all levels
Implementation Plan
The project will be carried out in phased stages, ensuring minimal disruption to existing programming within Restoration Hall.
Phase 1 – Assessment & Design (1 month)
Evaluate current floor plans and develop architectural layouts for dorm conversion.
Ensure compliance with state building codes, ADA accessibility, and fire safety standards.
Phase 2 – Renovation & Build-Out (3–4 months)
Construct dorm-style rooms with appropriate electrical, plumbing, and HVAC integration.
Install security systems, controlled access, and energy-efficient lighting.
Build shared kitchens, bathrooms, and common areas on both floors.
Phase 3 – Furnishing & Compliance (1 month)
Purchase and install durable, low-maintenance furnishings and appliances.
Obtain required occupancy permits and inspections.
Phase 4 – Program Launch (Ongoing)
Begin intake and orientation of veteran residents.
Assign case managers and develop individual service plans.
Conduct regular progress evaluations at 3, 6, 9, and 12-month intervals.
Supportive Services Integration
Residents will have access to:
Case management and life skills training
Behavioral health counseling
Career readiness and job placement assistance
Financial literacy and budgeting workshops
Veteran benefits navigation support
Community reintegration programs

Achieve a minimum 75% successful transition rate into permanent housing or employment within 12 months.
