Program Purpose:
To establish a licensed, high-quality child care program within Restoration Hall Inc. that supports working families, veterans, and the broader Bellaire, Ohio community.

1. Program Overview
Restoration Hall Inc. seeks to obtain an ODJFS Child Care Center License to operate a community-based child care facility serving local families and veterans. The program will provide a safe, educational, and nurturing environment for children ages 6 weeks to 12 years.

Task 1: Lead Abatement & Hazardous Material Removal
Safely remove all peeling and chipped paint from the 1909 structure, conduct testing, and perform lead abatement in compliance with EPA regulations. Includes containment, worker safety measures, and disposal.
Months 1–2 (approx. 8 weeks)
Task 2: Mold Remediation & Air Quality Testing
Address mold damage on the east side of the building caused by water intrusion. Remove contaminated materials, sanitize all affected areas, and conduct full-building air quality testing to ensure safe occupancy.
Months 2–3 (approx. 6 weeks, overlapping with Task 1 cleanup)
Task 3: Flooring Removal (Damaged Sections)
Remove all water-damaged and swollen flooring on the east side of the building as part of mold remediation. Secure subfloors for safe temporary use until Phase Two installation.
Month 3 (approx. 4 weeks, following mold remediation)
Task 4: Roof Replacement
Remove failing roof, install new energy-efficient roofing system, repair underlayment, and ensure full weatherproofing. This step will protect the building from future water damage.
Months 3–5 (approx. 8 weeks)
Task 5: Electrical, Plumbing, & HVAC Safety Upgrades
Replace outdated wiring, ensure compliance with modern codes, upgrade plumbing infrastructure, and install safe HVAC systems for proper heating, ventilation, and cooling.
Months 4–6 (approx. 10 weeks)
Task 6: Structural & Safety Compliance Review
Conduct inspections for ADA accessibility, fire safety, and building code compliance. Secure permits and sign-offs from local authorities to certify the building safe for Phase Two upgrades.

Flagpole Installation Project

At Restoration Hall, our mission is rooted in service, honor, and community. Installing a flagpole on our campus stands as a visible testament to these values — and as a daily reminder of the courage, sacrifice, and unity of our nation’s veterans.
The flagpole will serve as a permanent landmark on the grounds of Restoration Hall, proudly displaying the United States flag as a symbol of freedom and respect for those who have served. It will also create a meaningful centerpiece for community events, such as Veterans Day and Memorial Day ceremonies, flag-raising observances, and campus gatherings dedicated to honoring the men and women of our armed forces.
In addition to its symbolic significance, the flagpole will enhance the overall appearance of our campus, reinforcing Restoration Hall’s identity as a place of restoration, dignity, and purpose for our nation’s heroes.
We are currently seeking sponsorship or an in-kind donation of a commercial-grade flagpole and accompanying hardware. This contribution will allow us to complete the installation as part of our ongoing site development and veteran engagement initiatives.
